It means that those who cannot afford or do not want to pay for their health care should have basic medical care that we agree is acceptable, but it should be of such a limited level that those who can afford to pay would not like to have it. With this approach, we do not need an individual mandate.

I am deciding this challenge as true. The prevailing message is that everyone, regardless of ability or willingness to pay for health insurance, should have guaranteed minimum medical care. Orbelin Cortes argued that we should seek solutions that do not require government to use its power of coercion. Mark Nagle brought up an important objection by expressing concerns of what the minimum health care should be and how it would be decided. We should expect that this issue will be discussed in future challenges.

Offering minimum coverage in order to get rid of the individual mandate sounds great to me. I'm uncomfortable with the government having  the power to coerce citizens to buy a product under threat of force. A fine is use of force because it says we can take from you and there is nothing you can do about it.

I agree this concept would make a good replacement for the individual mandate. The idea that individuals who want or can only afford minimum medical care are forced to buy a high priced/high deductible insurance policy serves the insurance companies and maybe some of their customers. I would rather see the money from the advanced premium tax credit going towards a universal health care system, than going to private insurance subsidies. I'm sure in an advanced country such as the USA our brightest medical professionals, not insurance professionals, can come up with a reasonable definition of minimum medical care. Finally, Life is an unalienable right in this country, and a program such as this while not 100% universal, will be a step in the right direction towards living up to that ideal.

My concept is that people who cannot afford to pay for health insurance or health care, as well as people who do not want to buy health insurance should have guaranteed minimum medical care. But, we have to accept that this would be very basic, so people who can afford buying health insurance would not like to have it.
